CASE 1: HOMELESSNESS AND ENVIRONMENTAL POLLUTION IN THE LOWER AMERICAN RIVER IN SACRAMENTOHomelessness is not strictly an environmental governance problem, but the prevalence of homelessness in Sacramento (and other areas of California) poses a challenge for environmental governance efforts related to water quality, solid waste, and land use. In this memo, you are asked to make a recommendation about how the city should act to address pollution and dangerous environmental conditions occurring in-and near-the American River.
