As the COVID-19 pandemic spreads throughout the country, our country’s jails and prisons have become hotspots for outbreaks. Jails and prisons, which house 2 million incarcerated people, have had some of the largest rates of COVID-19 in the country. As new vaccines begin to be distributed, what priority should incarcerated people be placed in to receive treatment? Does placing incarcerated individuals in a lower tier to receive the vaccine violate their civil rights since outbreaks are so rampant in prisons and jails? Please answer both questions in detail.
