Locke and Rousseau agree on a lot of general principles. Both would have agreed that freedom is the ultimate political value that should inform everything about the state and society. Both would have claimed that legislative authority derives from the will of the people. Both would have agreed that society should be understood as a voluntary, contractual set of relationships between people.
But of course they disagreed very much about some other things. They disagreed about human nature, as reflected in their different takes on what the state of nature would be like. They disagreed about private property and how it could be justified. They disagreed about the rights of individuals against the community.
