Sam Springer, the supply manager of the City of Springfield, has a hot political potato on his hands. The situation sort of reminds Sam of an experience he had when he tried out for his high school football team.
Sam was the fourth team left guard. One day in a practice scrimmage, Sam picked up a loose ball. Unfortunately, Sam didn’t know which way to run.
Last month, Sam had solicited bids for a highly automated garbage truck. Only three responsive bids had been received by the specified bid opening date. The prices, F.O.B. Springfield, were as follows:

Springfield Sanitation Trucks, Inc. $99,712
Chattanooga Cruncher Company $110,000

Mangler Garbage Trucks was located in Warren, a city some 300 miles from Springfield. The second lowest bidder was Springfield Sanitation Trucks, Inc.  SST, as the firm was known to most locals, was Springfield’s largest employer.
Sam checked with the chief of the Sanitation Department. The chief said that although he would like to see SST get the order, any of the three trucks would be fine with him. He felt that they were about equal in performance, quality, and maintenance cost.
When the contents of the bids were made public, SST’s president, Paul Percivel, contacted Sam’s boss, Tim Johansen, the city manager. Mr. Percivel acknowledged that his bid was higher than Mangler’s. He then pointed out that SST recently had to lay off workers due to slack orders. He concluded by saying, “Tom, you and I both know that unemployment is the number one problem in Springfield. How can we get manufacturers to locate here if we don’t show them that Springfield takes care of its own?” The city manager winced on this one. He currently was engaged in extended discussions with the vice president for logistics of one of the Fortune 500 companies. This firm had narrowed down its alternatives for a new 2,000-employee plant to Springfield and Warren.
After Mr. Percivel left, Mr. Johansen stopped by Sam’s office and discussed the situation. After hearing what the city manager had to say, Sam threw another coal on the fire by reporting on a discussion he had had with the sales manager of Mangler Garbage Trucks. The sales manager had opened the discussion by saying that he expected Springfield Sanitation Trucks to exert political pressure on Sam to buy its trucks. He continued by saying, “Not only will we save you nearly $5,000, but don’t forget that Mangler purchases $3 million to $4 million worth of components each year from Springfield manufacturers.”
That evening, Sam attended the monthly meeting of the Springfield Supply Management Association. He asked three of his dinner companions what they thought about the situation.
Wilbur Wilson, supply manager of Eagle Tool and Die, offered his advice. “I’d give the order to SST. You’ve got to do business with your friends here in Springfield. We have to keep Springfield dollars in Springfield. We’ve been operating this way at Eagle for years.”
On the other hand, Chuck Connors of Excalibur, Inc., insisted, “Sam, if you compromise now, you’ll start something you can’t stop. Every fly-by-night outfit in town will hound you for a piece of city business. I’d keep Springfield’s good name in mind. Suppliers tell me they think we’re an honest bunch. Depending on the genre and size of the document under analysis, there are a number of logical ways to organize your DESIGN ANALYSIS paragraph. Below are a few possible options. Whichever you choose, the goal  is to present an extended analysis of how that part functions, and suggest how the part ties into a larger point (your thesis statement or goal).  CONSIDER: factors such as shapes and colors, arrangement and emphasis, facial expressions and body language, visual tropes or figures of “speech,” and font styles and sizes as it influences composition, arrangement, focus, foreground and background images, images in the center and on the margin, symbols, cultural references, and key features of the genre.
1.) CHRONOLOGICAL  (DESIGN ANALYSIS BODY PARAGRAPH)

This is the most straight-forward approach, but it can also be effective if done for a reason (as opposed to not being able to think of another way). For example, if you are analyzing a photo essay on the web or in a booklet, a chronological treatment allows you to present your insights in the same order that a viewer of the document experiences those images. It is likely that the images have been put in that order and juxtaposed for a reason, so this line of analysis can be easily integrated into the essay.
Be careful using chronological ordering when dealing with a document that contains a narrative (i.e. a television show or music video). Focusing on the chronological could easily lead you to plot summary which is not the point of a rhetorical analysis.
2.) ***SPATIAL  (DESIGN ANALYSIS BODY PARAGRAPH)…

A spatial ordering covers the parts of a document in the order the eye is likely to scan them. This is different than chronological order, for that is dictated by pages or screens where spatial order concerns order amongst a single page or plane. There are no unwavering guidelines for this, but you can use the following general guidelines.

Left to right and top to down is still the normal reading and scanning pattern for English-speaking countries.
The eye will naturally look for centers. This may be the technical center of the page or the center of the largest item on the page.
Lines are often used to provide directions and paths for the eye to follow.
Research has shown that on web pages, the eye tends to linger in the top left quadrant before moving left to right. Only after spending a considerable amount of time on the top, visible portion of the page will they then scroll down.

Material requirements planning (MRP) systems are useful for manufacturing processes that involve the ordering of numerous types of units of inventory that may have fluctuations in demand, ordering costs, and/or holding costs. MRP is especially useful for processes that have dependent demands with varying lead times. Inventory that is required for processing a job will need to consider inventory on hand, inventory needed, and the lead times needed to ensure units are on hand to complete jobs by specified dates.Possible inventory problems mentioned in this week’s text were fluctuation in demand of product, fluctuations in lead time for obtaining a product after order placement, stockouts (running out of product), bottlenecks in production, and carrying cost relationship to the inventory unit cost. MRP’s that are used effectively should minimize or eliminate inventory problems that were discussed in this week’s reading. The effectiveness of an MRP is only as good as the information that is entered into it in a timely manner. The information entered into MRPs needs to be relevant. Inventory levels aim to keep reordering costs balanced with holding costs, keeping in mind inventory quantity sufficient to prevent stockout.I chose to read more about the MRP/ERP system Fishbowl because it was listed as low cost and I like its display layout. Each feature that it offers comes at a price, so the MRP is dependent on what users feel is relevant to be monitored. Features offered by Fishbowl that I feel are relevant to ensuring adequate inventory levels are on hand at the leanest cost are bill of materials, capacity requirements planning, cost control, costing methods, finite capacity scheduling, inventory control, inventory tracking, item data, MRP, production resources data, production schedule, production management, sales analysis, shop floor control, and shop floor data collection.Fishbowl can prevent costly stockouts by ensuring all inventory units required for production are on hand. The bill of materials (BOM) identifies all of the parts needed to produce one unit of end product. Inventory required to produce an end product is determined with respect to units of inventory on hand. Inventory needs to arrive on time to finish projects on time. Say, part E and F are required to build part C which is required to build the end product of A. MRP systems can be used to determine by what date part E and F need to arrive in order to give the time required to build part C. Part C needs to be built in time to ensure the proper amount of time is given to manufacture part A. The other features I listed as useful for inventory monitoring play a part in supply reordering and storage. Manufacturers want to keep their costs as low as possible. Inventory levels on hand are based upon cost to reorder, cost to hold, and marginal profits earned when ordering in bulk at discount. Real-time inventory data is necessary to ensure that the fine balance of inventory costs are minimized. Sales analysis anticipates demand requirements. Shop floor control and monitoring gives data about production cycle schedule progress.In my opinion, MRP and JIT can be used incorrectly because of human error. A possible major setback of JIT is bottlenecks in production. When one part of the manufacturing process is slowed due to not having adequate supplies or labor on hand, or when setups are not completed on time, the entire manufacturing process is delayed or comes to a halt as it waits for an integral part. MRP’s are only as good as the data that is monitored and entered. MRP’s need to have all necessary inventory components monitored. Workers need to understand the value of monitoring production data.
